Underground Exchange Guide
I could not find an official exchange screen, so I did not draw one. The steps below are the 1.0 notes: item in the trash, janitorial left on, reward in the can the next day. If your directive text disagrees with a weekly row, trust the paper in the game.
How a swap actually fires
Sawyer visits on day 25, a Thursday in the notes, and hands the Underground Exchange Directive. Sawyer’s Crew or a Fence start unlocks it immediately. Put the asked goods in the shop trash, leave Janitorial on that night, and take the reward from the can the next day. Each deal is once per night. Different deals can share a night. Any completed deal adds Black Market reputation.
If janitorial is off, the can is full, or Black Market reputation is too low, the notes say the exchange looks broken. A full can loses the reward. Temporary trade-board deals are a different system. A September patch made the smuggler-bay exchange win when both could fire.

Monday promotions rotate. The guide lists a pool of seven and says three are live. Read the current directive. No odds are published.
Reputation gates
Black Market −40 is Blacklisted in those notes: the exchange closes and janitorial doubles. −60 is Uninsurable. There is no −100 Black Market ending. See the reputation page for the other factions.
FAQ
Why is the exchange not working?
The usual misses in the notes are janitorial off, a full trash can, a temporary deal mistaken for the exchange, or Black Market reputation at Blacklisted.
Can I turn the official trade board off?
The September patch says the smuggler-bay exchange takes priority over a temporary deal when both exist. It does not describe a separate off switch.
